Records indicate that - Mr. Timothy Jason Coffman died July 2, 2018 while in police custody. This article will explore whether Mr. Coffman's death could have been avoided - and whether officials have tampered with evidence associated with Mr. Coffman's death.

As is documented within South Daytona PD's June 28, 2018 arrest report - Mr. Timothy Coffman came to the attention of the police after they received reports that Coffman and a female companion were acting "suspicious" - as they walked through a residential neighborhood.

Upon being stopped by the police - Mr. Coffman ran from the police - attempting, as he fled, to enter residences on Citrus Avenue.

Police body camera videos - show the Mr. Coffman sprayed the arriving police officers with some type of liquid from a garden sprayer. These videos also confirmed that Mr. Coffman was biting an officer's finger, and refusing the officers' lawful orders.

The obvious question is whether the level of force applied by the police - against Coffman - was justifiable?

South Daytona's Use Of Force report indicates that police officials found the force used against Mr. Coffman to be justifiable.

VolusiaExposed.Com expresses the OPINION that while the officers had a justifiable reason to use force against Coffman - the level of force applied was PROBABLY excessive - AND that the level of immediate life saving medical treatment was severely lacking.

According to the Use Of Force report - the responding officers used pepper spray, striking techniques, their batons, a TASER and handcuffs. All of these types of force - would have subjected Mr. Coffman to respiratory distress. Coupling the before mentioned types of force - with the observed application of the officers placing their body weight on Mr. Coffman's upper back and neck area would quickly subject Coffman to the threat of positional asphyxia

Was Medical Treatment Delayed?


The audio and the video of the officers' body cameras supply the evidence for us to question whether the police officers started CPR in a timely manner - and whether the response time of both South Daytona Fire Rescue and EVAC were reasonable?

From our review of the video and the CAD report it appears that it took fire rescue thirteen to fifteen minutes to respond - while EVAC response time was closer to twenty minutes. Even one of the officers can be heard saying that rescue need to "step up" their response. (see minute 11:50-12:00 of second video).

Even though the officers initially felt a heart beat - they also noted that Coffman was turning blue - which indicated that Coffman had no open airway. Notice how the police did not even start "CPR" until South Daytona Fire Rescue can been seen arriving on scene. VolusiaExposed.Com expresses the OPINION that CPR should have been started long prior to the arrival of South Daytona Fire Rescue.

Jail Booking Photo Falsified


A check with local records indicate that Mr. Coffman has a rather long and frequent arrest history. Prior to his most recent arrest of June 28, 2018 - Mr. Coffman had been arrested on February 24, 2018 for driving with a suspended license.



However when Coffman's friends reached out to this publication advising us of his in-custody death - they (friends) alleged that Volusia officials were using the February 24, 2018 booking photo as Mr. Coffman's current booking photo.

VolusiaExposed.Com quickly confirmed that both booking photos appeared to be the same photo (From the February 2018 arrest). ---->

Realizing that Coffman's death would be at the very least - the subject of a police department internal affairs investigation - we were aware that Mr. Coffman's true booking photo would be evidence in that investigation.

Manufacturing OR tampering with evidence is a crime.

Assuming that the jail had simply made a mistake - or was using an old booking photo - since Inmate Coffman was taken directly to the hospital from his arrest location - we filed a July 5, 2018 public record request for Coffman's actual booking photo.

We are aware, that in the past - the Volusia County jail has sent staff to the hospital to take booking photos.

On July 9, 2018 Volusia County officials responded to our public record request - providing us with the very same photo (see linked document with photo) - indicating that it had been taken on July 2. 2018 @ 12:52 pm. According to available information and records - Mr. Coffman died on July 2, 2018 - while on a respirator.

In our OPINION the photo provide to us via our public record request - which was allegedly taken on July 2, 2018 - is not of a man on his death bed - with a respirator tube down his throat. Therefore, we must challenge the veracity of the jail's booking records.

Autopsy Report Is Still Pending A "Manner Of Death"


This publication made a July 5, 2018 public record request to the Volusia County Medical Examiner's Office for a copy of Mr. Coffman's autopsy. The Medical Examiner's Office advised this publication that Mr. Coffman's manner of death (natural, accident, homicide, suicide, undetermined) was still pending a determination.

Mr. Coffman's Death Is Now An Active Criminal Investigation


On July 13, 2018 this publication sent a follow up email inquiring whether the Medical Examiner's Office had made a "manner of death" determination. We were advised that no records could be released due to the fact that Mr. Coffman's death was now an active criminal investigation.

Closing Thoughts.....


Recently, the veracity of the Volusia County Medical Examiner's Office came under serious challenge. A simple "GOOGLE" search - OR a quick walk through this publication's archives will produce several articles questioning the veracity of the M.E.'s office.

In fact - last May (2018) this publication added the entire M.E.'s Office to our Brady List of questionable law enforcement officers and departments.

The Volusia County Division of Corrections (county jail) - the Volusia County Medical Examiner's Office AND EVAC ambulance are ALL divisions of - and within - the Volusia County Department of Public Protection.

So, since EVAC's response time regarding the Coffman incident seems to be somewhat problematic... and since the jail seems to want to present a fraudulent booking photo regarding the Coffman incident.... our question is this.... how much faith can one assign to the veracity of any report coming out of the M.E.'s office regarding Mr. Coffman's autopsy? .... yeah, soooo there you have it..... stand by to stand by ... there is surely more to come of this....
