Why will FDLE investigate this death, but not the in-custody deaths at the Volusia County jail?

Adam Disalvo, a 30 year old local man has died after being tasered by a Volusia County Sheriff deputy.

While we here at VolusiaExposed.Com believe that it is proper for the VCSO to request that the Florida Department of Law Enforcement open an investigation into Mr. Disalvo's death, we are left wondering why Volusia County refuses to request FDLE investigations into recent in-custody deaths within the Volusia County jail.

Further, there are indicators that members of the Volusia County Sheriff Department failed to properly investigate concerns surrounding these deaths. An example of this can be seen in the September 2009 in-custody death of Inmate Tracy Veira.

There are indicators that jail staff falsified their paperwork in regards to the death of Inmate Veira. Ms. Veira was on a medical watch, and it appears that staff falsified their required observations on her.

These documents (VCDC 52 and VCDC 401) are available for review at the above web link.

Volusia County Sheriff Department Major Case Investigator Campanella documented his initial observation that the condition of Ms. Veira's body (signs of rigor mortis) was not consistent with jail staff's last documented observations of her being alive.(approximately 45-60 minutes prior to being declared dead)

Further, there appears to be a nepotism induced conflict of interest between the Volusia County Sheriff Department and the Volusia County Legal Department. Did this conflict influenced Investigator Campanella's investigation of Ms. Veira's death? Might this explain why Mr. Campanella never addressed his initial observation of inconsistency bewteen the last documented live observations of Ms. Veira and her rigor mortis? We ask you to review the documents and form your own opinion.

Further, in Mrs. Jones application for the circuit court judgeship, she gives both Volusia County Sheriff Ben Johnson and former Volusia County Corrections Director, Cindy Clifford as references. Mrs. Jones has in her official capacity has represented the Volusia County jail in many civil matters.

We have no direct evidence of ANY wrong doing by either Robert or Nancye Jones. However, we do have concerns that a serious conflict of interest does exist, whereas the Volusia County Sheriff Department should NOT be investigating in-custody deaths within the Volusia County Jail.

Volusia County is a HOME RULE county. Therefore, the Medical Examiner office is NOT independent from county government.

We believe that given all of the above.

1. The Jones conflict.
2. Investigator Campanella's apparent failure to address the falsification of reports by jail staff.
3. Campanella failure to address his initial observation of inconsistency between Veira's rigor mortis and jail staff's alleged last live observations of Veira.
4. The fact that the Volusia County Medical Examiner office and the Volusia County Jail are both within the Volusia County Department of Public Protection.

These in-custody jail deaths deserve the same attention (FDLE investigation) as this recent death of Mr. Disalvo.

If you agree, we ask you to email county and FDLE officials and let them know of you wishes that these (and future) jail deaths be referred to the Florida Department of Law Enforcement for investigation.
