Does a recent VCSO Command Staff memo indicate that VCSO staff is afforded special treatment regarding traffic citations?

Recently, VolusiaExposed.Com was sent a copy of a memo outlining the minutes in a VCSO command staff meeting

After reviewing this memo - we realized that the public would be interested in this memo for two reasons

First, just in case anyone in the public happens to get into a traffic accident with a VCSO staff member, the information in this memo is worth knowing.

Second, to raise the public's awareness that VCSO command staff appears to hold the position, that it is appropriate for VCSO staff to investigate minor crashes involving VCSO personnel, and that citations are discouraged.

Maybe, just maybe, this memo gives the citizens of Volusia County a little better understanding of how the November 2010 traffic homicide investigation on VCSO Captain Osowski's son played out.
