This article will quickly cover several types of on-going corruption within our local justice system, including judicial intimidation, murder cover-ups, prosecutorial misconduct, police misconduct / bias, judicial misconduct, and the introduction of PROBABLE U.S. Constitutional violations by government actors (allegations that jail inmates' communications with their attorneys are being listened into). Chitwood's intimidation ploy / strong-arming against our local jurists has been somewhat successful. Why - because many citizens (voters) desire quick justice over real justice, and many of our judges are more interested in having Chitwood's endorsement for re-election OR appointment purposes - than they are at honoring their Constitutional oath (see judicial endorsement - right of page ==>>).
This publication "opines" that several of our judges have "kowtowed" their responsibilities and authority to Sheriff Chitwood's "quick" justice approach - basically, becoming a "rubber stamp" to Chitwood's - "everybody is a scumbag" brand of justice. Sadly, there is a local jurist (Circuit Judge Elizabeth Blackburn) - that was willing to illegally assist Sheriff Chitwood into coercing a child to waive her U.S. Constitutional right to a trial. Upon finishing her coercion of the child - Judge Blackburn quickly sentenced the child to twenty years in prison - all in order to cover-up Chitwood's world-wide false narrative against the child. In an unsuccessful attempt to cover-up her nefarious actions against this child - Judge Blackburn sealed the Court transcripts from public review. The Court transcripts were eventually "leaked" - and like the soon to be Epstein files - are NOW available for public review. (see below related articles for additional information). Sheriff Chitwood's Endorsement Of Judge Randell Rowe
In Florida, all District Court of Appeal (DCA) judges are appointed by the governor. In 2018, Circuit Judge Randell Rowe was seeking a gubernatorial appointment to the 5th DCA bench. Sheriff Chitwood provided Judge Rowe with an appointment recommendation letter (see above web link) Several years later, one of Sheriff Chitwood's deputies made what many thought was an illegal stop and arrest of an eighteen year-old Africa-American woman (Iyanna Rollins). This publication alleges that Judge Rowe assisted Chitwood, and his deputy, in covering up the illegal arrest and prosecution of Ms. Iyanna Rollins (see below linked article for additional information). |

Chitwood's most recent attempt of judicial intimidation transpired last week (November 12, 2025). Chitwood's ire was focused on Circuit Judge A. Kathleen McNeilly - when she sentenced Jorge Rivera (47) to forty-five days in jail - ordering no probation, and vacating his felony conviction (see video to the right of this page ==>> .
In November 2024 - Rivera had engaged Deltona Middle School Resource Deputy Julia Curtin in a physical confrontation - regarding an alleged incident with his eleven (11) year-old son, Armando* (see below linked RELATED ARTICLE for additional information - along with Mr. Rivera's arrest report - see right of page ==>>). * - normally, VolusiaExposed.Com would have redacted the name of the eleven (11) year-old child - but the sheriff's arresting report opted not to redact the child's name - therefore our redaction would have been pointless. Fox 35 - Orlando November 12, 2025 Volusia Sheriff angry over 45-day sentence for parent accused of attacking school resource deputy: 'Asinine' According to Court records - the State Attorney's Office was seeking somewhere between a four (4) to fifty (50) year prison sentence for Mr. Rivera. Sheriff Chitwood stated that Judge McNeilly's sentence of just forty-five (45) days in the county jail - would invite similar civilian confrontations against his deputies. Interestingly, earlier this year (2025) - to our knowledge - Sheriff Chitwood did not voice any similar concerns regarding his deputies' safety when Circuit Judge Karen Foxman accepted a plea agreement of only ninety (90) days in jail within the Michael Webb prosecution (more on this shortly). |

With The Wisdom Of King Solomon Mr. Rivera Is a 100% Disabled U.S. Combat Veteran An Eleven Year-Old Child Needs His Parents |

Here is the "rest of the story" - that Sheriff Chitwood is not telling you - about the father and U.S. combat vet he calls both a "piece of shit, and a scumbag".
Court records (click here - see page 5) indicate that Mr. Rivera is a 100% disabled U.S. COMBAT veteran (apparently from both physical and mental injuries). We tend to support that Mr. Rivera's service to his country introduces mitigating circumstances to his brief encounter with the deputy. We further find ourselves hard pressed to support Sheriff Chitwood's comments that Mr. Rivera is a "piece of shit, and a scumbag". While Sheriff Chitwood rightfully argues for justice for his deputy - his deputy was not the only victim - nor was Mr. Rivera the only one arrested. Ms. Dagmarie Aponte, the mother of Armando, the eleven year-old child - was also arrested - and faces her own December 2025 sentencing. What would have happened to Armando, if both his parents were sent off together to long prison sentences? Can Deputy Curtain ONLY obtain justice - in sentencing both of Armando's parents to long prison sentences? We, think not ! It's not "justice" that Sheriff Chitwood seeks - it's retribution, and the media circus attached to it - AND, all at the expense of an eleven (11) year-old boy. Shame on you Sheriff Chitwood ! This publication argues that Judge McNeilly - used the wisdom of King Solomon in her sentencing of Mr. Rivera - AND, in her also delaying Ms. Aponte's sentencing until AFTER Rivera is released from jail. Now, here is what Sheriff Chitwood has NOT told you about Deputy Curtin - she too has an arrest history (Click here to read her December 2022 arrest report). In fairness to Deputy Curtin, AND as discussed within her VSO internal investigative summary report (click here to read) regarding her arrest - the Florida State Trooper that arrested Deputy Curtin apparently did not have the evidence, therefore lacked the probable cause to even make the arrest. |

This publication finds it interesting that the VSO (in the end - Sheriff Chitwood) had little difficulty determining that a Florida State trooper apparently exercised poor judgment in the arrest of Deputy Curtin, but becomes offended, when Judge McNeilly attaches uncertainty to Deputy Curtin's judgment in the arrest of Mr. Rivera.
Okay, we mentioned the arrest of Mr. Webb earlier in this article - AND here is where the "rubber meets the road" regarding how differently Sheriff Chitwood handles similar incidents. In October 2023 - Deltona resident Michael Webb (74) was arrested after he threatened to kill, and then actually shot at two Volusia sheriff deputies (click here to read Webb's arrest report. Like Mr. Rivera, Mr. Webb had also served in the U.S. military. Webb is a retired Marine Master Sergeant - and as already stated - Rivera is a 100% service connected disabled combat veteran. |

Court records (click here to review) indicate that in 2025 - Mr. Webb was sentenced to only ninety (90) days in the county jail (plus probation).
This publication can find no public outcry by Sheriff Chitwood regarding Circuit Judge Karen Foxman's acceptance of the prosecutor's light plea offer to Mr. Webb. Now, why do you imagine, Sheriff Chitwood would have a major blow out regarding Mr. Rivera receiving only a forty-five (45) day jail sentence for "pushing or punching" a deputy - when Chitwood apparently expressed no outrage in Mr. Webb being sentenced to only ninety (90) days for threatening to kill and shooting at two of his deputies? In actuality, Sheriff Chitwood should not be blaming Judge McNeilly for Mr. Rivera's light sentence - we would suggest that the "sentencing demon" he seeks to assign blame to, can easily be found within any reflective surface - AND his communications with the State Attorney's office. Since Chitwood did not make a public outcry about Mr. Webb's sentencing - then it was Chitwood that allowed the sentencing bars to be set. Threatening to kill two (2) deputies, and then shooting at them - well that equates to a ninety (90) day jail sentence - but simply pushing or punching a deputy - that equates to only half of that, or forty-five days in jail. So - why did Sheriff Chitwood push for decade(s) long prison sentences for the likes of Mr. Rivera and Ms. Jackson Maldonado? Maybe, for the same reason - he wanted an eighteen year-old African-American woman (Iyanna Rollins) to be so overly-prosecuted for an incident involving a VSO sergeant? The Arrest Of Iyanna Rollins |

While justice is rarely fair within Volusia County - under Sheriff Chitwood, it is pretty much consistently a "black, white, and green ($)" thing.
