VolusiaExposed.Com has asked some questions that center around how the Volusia County Sheriff Department (VCSO) handled the traffic homicide investigation involving a VCSO Captain's son. However, VolusiaExposed must expand their questioning to include how the Judge in the Osowski matter was selected and whether the selection of Judge Feigenbaum presented a conflict of interest?

While VolusiaExposed.Com can not verify any direct nefarious behavior by either the VCSO, Clerk of the Court or Judge Feigenbaum. We ask our readers if there is the appearance that professional favors were extended to the Osowski (Sheriff Dept.) family?

First, we invite our readers to review the Osowski Incident - On Thanksgiving Day 2010, the son of VCSO Captain Alan Osowski (Michael Osowski) was involved in a traffic accident that killed Peggy Osowski (Alan's mother / Michael's grandmother). Questions were raised as to whether the traffic homicide investigation was hampered by Captain Osowski's involvement, by removing his son (and possible evidence) from the accident scene. Due mainly to the poor handling of the traffic investigation by VCSO - much of the evidence surrounding the actions of Michael Osowski were not properly secured.

Did the VCSO cover for Captain Osowski's son with a purposely poor traffic investigation? Does Volusia County honestly have a poor quality sheriff department? If corruption is involved in the Osowski matter, does this corruption stop at the VCSO?

Michael Osowski was given a traffic citation for failure to yield the right of way and given an April 15, 2011 court date.

On April 15, 2011 - Michael Osowski attended traffic court in Deland, Florida. Presiding over the court was County Judge B. Feigenbaum. Judge Feigenbaum is assigned to hear cases in New Smyrna Beach, but for some reason was assigned to the Michael Osowski case. Why was an eastside judge pulled to hear a westside case? Let's explore the possibilities.

Judge Feigenbaum did not find enough evidence to support the VCSO ticket against Mr. Michael Osowski.

Although, in Judge Feigenbaum's defense, it must be pointed out that Mr. Osowski's attorney argued that the two Volusia County Traffic Homicide investigators that prosecuted the case, failed to introduce evidence to the court that a death was attached to the Osowski case. How can two qualified traffic homicide investigators present a case in court and fail to provide any evidence that a death occured? Was this alleged failure due to officer incompetence or could it have been done on purpose to give the judge reasonable doubt?

Judge Feigenbaum has only recently (2010) been appointed to the bench by former Governor Crist. Prior to his appointment, Judge Feigenbaum was an Assistant State Attorney within the Seventh Judicial Circuit.

Local records (to include media account) indicate that Michael Osowski had a 2005 DUI arrest out of Port Orange. Records further indicate that these charges were dropped by our local State Attorney's Office. (where Mr. Feigenbaum worked - he was working there in 2005) - Did Feigenbaum have any thing to do with the 2005 DUI case against Michael Osowski being dropped by the State Attorney Office?.

Anyone that has watched the HBO series, "The Sopranos" knows that in the mafia, it's all about "family". Well, is there much difference in the "family" concept between the mafia, the State Attorney or Sheriff Department? Did the VCSO cover for Captain Osowski's son? This is not for VolusiaExposed to decide, rather, we shall ask the questions and provide as much public record as possible, and it is up to you, the public, to draw your own conclusions.

In 2002, a rogue ex-sergeant (Ronald Robbins) from the Edgewater Police Department was charged with murder.(see below media article)



Apparently, Mr. Robbins was very well connected within the Volusia County Criminal Justice Community. While in jail, he was accused of giving jail inmates the private information of several members of the State Attoreny office, to include Assistant State Attorney Bryan Feigenbaum.(see below media article)



Further, there were allegations that through Ronald Robbins' girlfriend, a murder hit had been placed against Mr. Feigenbaum. The girl friend was eventually cleared at a criminal trial.(see below media article)



Due to these allegations, Mr. Robbins was placed in segregation and his phone and mail access were closely monitored. In 2002-2003, such close monitoring of inmate communications was not well known by the general public. Today, due mainly to the case of Orange County jail Inmate Casey Anthony, such monitoring is better understood by the general public. Robbins was also shuttled between different county jails to reduce his access to the general inmate population. Volusia County officials worked very hard to protect the families of several Assistant State Attorneys, to include the Feigenbaum family.

Even though Mr. Robbins was suspected in attempting to have Mr. Feigenbaum assassinated, Mr. Feigenbaum continued to prosecute him on his original murder charge. Mr. Robbins was convicted, but the conviction was thrown out on appeal because it was found that Mr. Feigenbaum had violated Mr. Robbins' rights.(see below media article)



We wonder, were Mr. Robbins' rights the only rights that were violated? We believe that the question is a reasonable one - hey, it's human nature, you threaten me or my family, the heck with your rights, the protection of my family is my foremost concern. It's also human nature to be thankful to anyone that protected you and your family's well being...right?

The Volusia County Government "family" was very accomodating in protecting several members (and their families) of the State Attorney office, to include the Feigenbaum family. Media accounts indicate that Captain Osowski was a well respected member of the VCSO family. So in 2005, when Michael Osowski got arrested for DUI - the State Attorney's office dropped the charges - conincidental? In 2010, when questions arise as to whether Captain Osowski might have obstructed justice involving his son's car accident, there were no criminal charges filed against either Osowski - was that also conincidental? When Michael Osowski received only a traffic citation involving his grandmother's death and an east side judge (Feigenbaum) is moved over to the west side to hear the case - is that too, only conincidental?
