Will the criminal cases against these former Beach Patrol officers be handled in similar fashion as was the rape charge against a former Port Orange police officer? Do the police get special treament from the authorities? Are the prosecutions of these Beach Patrol officers nothing more than a "dog and pony" show, given for the public's benefit? This scandal within the Volusia County Beach Patrol (VCBP) can be best understood by reviewing it in three different parts.
First, the officers that were arrested and currently (November 2010) facing criminal trials for either their alleged participation of engaging in underage sex with part-time VCBP staff or the falsification of records surrounding those events. Some of these officers' alleged sexual activities have become the subject of lawsuits against the Volusia County Government. VolusiaExposed.Com invites the public to review both the documentation available, as well as some of the local media articles that have been published on these matters.

The above media article states that in the past, County Spokesman, Dave Byron has insisted that the sex allegations "couldn't be farther from the truth", but now he declines any further comment.

Second, review the alleged involvement of other VCBP officers / staff that have not been apparently criminally charged.

So much involvement by VCBP staff leaves us wondering how well established this alleged corruption was (is) within the VCBP? How did it go undetected for so long?

Much of the records involved in this situation are unavailable to VolusiaExposed due to pending criminal trials. In the particular, the records involving Officers Tameris and Simmons are not covered on this web page. However, we believe that the attached local media articles on these officers offer an insightful view of what was (and possibly still is) transpiring within the Volusia County Beach Patrol.

VolusiaExposed.Com has received public records in regards to Officer Chris Nowviskie's departure from the Volusia County Beach Patrol. Apparently Officer Nowviskie was subpoenaed by the local State Attorney in regards to this ever expanding sex scandal. Apparently Officer Nowviskie was reluctant to speak to the State Attorney's office, but after being subpoenaed he did provide a statement. The State Attorney investigator found inconsistent statements and re-interviewed Officer Nowviskie. Based on that second interview it was apparently determined that Officer Nowiskie was being untruthful and the State Attorney's concerns were forwarded to Volusia County Department of Public Protection (VCDPP) Internal Affairs section. VCDPP IA opened an internal investigation and Officer Nowviskie resigned while this internal investigation was ongoing. VCDPP sustained misconduct by Officer Nowviskie (see attache file - Nowviskie IA 2010)

We, here at VolusiaExposed.Com, find it very interesting how Officer Nowviskie can apparently provide a false statement to the State Attorney and NO criminal charges are applied. (see highlighted area of Nowviskie CJSTC 78 form under file Nowviskie IA 2010).

Also, apparently, this 2010 incident was not Officer Nowviskie's first incident in which he provided a false statement. In March 2009, Officer Nowviskie was alleged to have engaged in an inappropriate incident with a female civilian. Officer Nowviskie denied that he had ever engaged in sex with the female civilian during both the 2009 internal affairs investigation and the initial 2010 State Attorney interview. (see attached file Nowviskie IA 2009). However in his second 2010 deposition to the local State Attorney, he finally admitted that he and the female civilian had a sexual history.(see attached file Nowviskie SAO 2010 page 8). Once again, he received no criminal charges for providing false statements, whether for statements made during the 2009 IA investigation or in 2010 State Attorney investigation. VCDPP officers ability to lie with little to no threat of criminal prosecution appears to be a very common denominator within the VCDPP, doesn't it? If any of our readers have any doubts, then we suggest they review the in custody jail deaths from our main page (In the particular, we suggest reviewing the jail deaths of Inmates Tracey Veira and Muriel Comeau. Were there falsifications of official records by jail officers and did VCSO fail to follow up on these concerns during their death investigations?. If the VCSO ignored falsifications in these inmate deaths, how can these county investigations into the VCBP be believed to be accurate?

Third, apparently while some of his law enforcement officers were busy engaging in underage sex with part time employees, ex-Volusia County Deputy Chief Bussinger was busy surfing internet porn while on duty.

Apparently after being caught twice (once was not enough?), Deputy Chief Bussinger was placed under an internal affairs investigation. He received minor disciplinary action and shortly thereafter retired.

VolusiaExposed.Com is left wondering if ex-Deputy Chief Bussigner had not been so busy surfing internet porn, would he have detected the alleged underage sexual contacts by his staff? If Volusia County would have taken immediate disciplinary action against Bussigner, instead of allowing it to transpire twice, would that have mitigated the underage sex scandal?

VolusiaExposed.Com made a public records request for the documents surrounding the Bussinger investigation. We requested and received a DVD that contained almost 12,000 porn images on it, many of which are very disturbing and might shed some light on the underage sex scandal. VolusiaExposed.Com will not post any of these pictures for obvious reasons. Frankly, we have concerns whether many of these pictures are even legal to post. However, in lieu of posting the photos, we have decided to post the internet history of ex-Chief Bussinger's county computer for approximately the last six months of his Volusia County employment. We believe that these records, along with the approximate 12,000 photos, need to be forensically reviewed for illegal activity, such is especially important given the ever expanding allegations coming out of the Volusia County Beach Patrol. If after viewing the below documents, you agree with us that further investigation into ex-Chief Bussinger's activities is needed, we ask you to go to our homepage and click the links to contact the proper officials (FDLE) telling them to investigate this matter.









"We've dealt with it swiftly and in the harshest of terms," Volusia County spokesperson Dave Byron has been documented saying. Come on Mr. Byron - two things are hard to believe here - first, that ex-Chief Bussinger only viewed porn twice. He had almost 12,000 porn pictures on his computer, does that sound like he only visited porn sites twice? Second, giving him a 20 day suspension and allowing him to retire, does that equate to the county's definition of the "harshest of terms"?

"It does sort of tarnish the reputation, but from our judgment these are individual, isolated instances," Byron said.
Mr. Byron how many more of your officers are going to have to get fired and arrested in this scandal, before you will admit that these incidents are NOT just isolated instances?

We are working hard to secure all the public records that surround this developing situation. However, this situation, unlike many other Public Protection investigations actually resulted in criminal charges being filed against Volusia County Department Public Protection employees. Due to the active criminal cases, not all public records will be immediately available. However, it is noted that initially there was an apparent reluctance by VCDPP administrative staff in the filing of criminal charges -- this apparent initial reluctance will be explored once public records become available.

The VCDPP Internal Affairs section conducts all IA investigations for VCDPP, this includes Volusia County Fire Services. We invite you to review the documents in the Fire Fighter Sexual Harassment investigation and decide, or ponder for yourself, if this Beach Patrol investigation is being handled in a similar fashion? In the Fire Fighter investigation, the documents tend to support the possibility that the IA investigator knew about the alleged sexual harassment months prior and failed to take appropriate action. Two fire captains were initially terminated for their alleged failure to address this alleged sexual harassment. Both of these fire captains re-secured their employment with VCDPP / Fire Services. Could it be that Volusia County spent an unknown amount of taxpayer dollars investigating these two fire captains, when in truth, the alleged sexual harassment had already been reported and known to higher ranking county officials, to include the IA investigator?
